Is online gambling legal in the UAE? What the GCGRA actually licenses
This is the question most readers arrive with, and most of what is written about it online predates the change. The short answer: the UAE now licenses commercial gaming, but the licensed perimeter is narrow, and playing at an offshore site is not inside it.
The General Commercial Gaming Regulatory Authority was established in September 2023 as the federal body responsible for commercial gaming licences. Its creation ended the position, still repeated in older guides, that the UAE prohibits all gambling in all forms. It does not. The three licensed strands
